Profile

Dr. Liu obtained his Bachelor degree in Water Conservancy and Hydroelectric Engineering Construction and Master degree in Hydraulic Structure Engineering from Wuhan Institute of Hydraulic and Power Engineering (the present Wuhan University), China in June 1985 and December 1991. He subsequently obtained a Ph.D in Civil Engineering from Nagoya Institute of Technology, Japan in March 1996.

From July 1985 to August 1989, Dr. Liu worked as an Assistant Engineer for the Science and Technology Information Institute, Ministry of Water Resources and Electric Power (the present Development Research Center of the Chinese Ministry of Water Resources). He then worked as a Hydraulic Engineer for the Department of Science & Technology and Education (the present Department of International Cooperation, Science and Technology), Ministry of Water Resources from January 1992 to October 1992. From December 1996 to June 2004, he was a Senior Consultant and Section Chief at NEWJEC Inc. In Osaka, Japan. Since August 2004, he has been working in the College of Civil Engineering at Shenzhen University (SZU) as an associate professor and professor. At SZU, Dr. Liu heads the Project Management Group since September 2010, and is the Director of the Ecological Technology Institute of Construction Engineering, SZU since March 2012. He is currently a member of the expert committee of Shenzhen House and Construction Bureau, a member of Wind & Tidal Power Study Committee of Chinese Society for Electrical Engineering, and is an expert of the project review commission of Guangdong Province.

Dr. Liu has 34-year national and international experience in research and project consulting services in hydraulic engineering, environmental engineering, and civil engineering, with particular emphasis on urban stormwater management and flood prevention, project sustainability management, Sponge City Construction and Ecological river deposit & tunnel waste treatment techniques.

Dr. Liu’s past research and consulting projects have been funded by the Chinese Ministry of Water Resources; the Chinese Ministry of Housing and Urban-Rural Development; the Japanese Ministry of Land, Infrastructure and Transport (MLIT); Japan International Cooperation Agency (JICA); the Japanese New Energy and Industrial Technology Development Organization; the World Bank; and the Shenzhen Government.

Prof. Liu has technical and lingual certificates such as Professor in Hydraulics and River Dynamics, Project Management Professional (PMP), registered Assistant Professional Engineer, Level 1 of Japanese-Language Proficiency Test and TOEIC (750 points).
